T2 has moved to a new stage of import substitution.
On May 7, 2026, at 15:06, EconomyT2, a Russian mobile communications operator, continues its course towards import substitution of critical infrastructure. The company has begun replacing packet switching nodes with equipment from domestic manufacturers. Now, the Russian development Bercut is responsible for the billing of internet speeds in several regions.
Previously, T2 has done significant work transitioning to domestic equipment, thereby increasing the stability of its own network. This includes the "Bulat" base stations, the packet core from the company "Protey," as well as the infrastructure of the operator "Pilar," which serves as a base for active technical development.
A new stage on the path to fully domestic solutions has been the replacement of packet switching nodes that are responsible for billing LTE speeds. The PCRF (Policy and Charging Rules Function) solution from Bercut meets international standards and fully addresses T2's needs for proper subscriber service.
PCRF is responsible for accurately providing internet speed to the customer according to their tariff plan. For example, if a customer's tariff includes unlimited internet for a certain service, PCRF monitors this type of traffic in real-time and does not count it towards expenses. This allows T2 to accurately bill for communication services.
The joint work of Bercut and T2 on developing a solution tailored to the operator's requirements has been ongoing for three years. To date, the initiative has already been implemented in Murmansk, Pskov, and Petrozavodsk. By the end of 2026, T2 plans to scale the development to all regions of its presence.
Alexey Dmitriev, Deputy General Director for Technical Infrastructure at T2:
"The preliminary results of the T2 project are assessed as positive. In the process of widespread import substitution of network components, it is important for us to establish close contact between our employees and the manufacturer's specialists. At every stage of refinement and subsequent migration, we need to consider all parties' requirements to ultimately offer customers exclusively high-quality services without failures and shortcomings. Now, years of work are yielding initial results, and we are ready to start scaling the project."
Dmitry Plotnikov, Technical Director of the Volga Macroregion at T2:
"The product line of T2 is constantly evolving, and subscribers are increasingly receiving unlimited access to entire categories of traffic, specific services, or applications. In such conditions, it is critically important for the billing system to operate accurately and continuously. This aspect is the foundation of the entire T2 service, which we strive to maintain at the highest level. The implementation of domestic components in the network core is an important strategic step that gives us a huge margin of safety and makes the network's operation predictable."
