Special fire safety regime!

      By the decree of the Government of the Nizhny Novgorod Region dated April 30, 2026, No. 176, a special fire safety regime has been established from April 30, 2026, in the territory of the Nizhny Novgorod Region, including on forest fund lands within the boundaries of the Nizhny Novgorod Region, until the corresponding decree of the Government of the Nizhny Novgorod Region on its removal is adopted.

      During the special fire safety regime, the following is established:

      - A ban on citizens visiting forests when the fire hazard class IV - V occurs in forests due to weather conditions, except in cases related to the use of forests based on concluded state contracts, lease agreements for forest fund plots, state assignments for conducting certain types of work to ensure fire and sanitary safety in forests, as well as monitoring fire hazards in forests by authorized persons based on an agreement with the Ministry of Forestry and Wildlife Protection of the Nizhny Novgorod Region on joint activities and other cases provided for by the official assignment related to travel on public roads and access to health facilities, with compliance with fire safety rules in forests;

      - A ban on conducting agricultural burns, lighting bonfires, burning solid household waste, garbage on forest fund lands, populated areas, and adjacent territories, burning grass, including on land plots directly adjacent to forests, agricultural lands, protective and landscaping forest plantations, as well as conducting other fire hazardous works;

      - A ban on using facilities for cooking over coals on forest fund lands and adjacent territories, as well as on land plots adjacent to agricultural lands.

      For violations of fire safety requirements during the special fire safety regime, administrative liability is provided under part 2 of Article 20.4 of the Code of Administrative Offenses of the Russian Federation (CAO RF):

      for citizens from 10,000 to 20,000 rubles;

      for officials — from 30,000 to 60,000 rubles;

      for legal entities — from 400,000 to 800,000 rubles.

      Criminal liability is also possible for violations of fire safety rules that result in significant material damage, loss of life, or intentional arson.
