The rules for receiving medical assistance in the Nizhny Novgorod region were explained to the displaced persons.
On April 2, 2026, at 15:34 Society, on March 31, a meeting titled "Open Dialogue on the Medical Assistance System in Russia" took place at the Corporate University of the Nizhny Novgorod Region government. It was dedicated to the integration of foreign citizens who have moved to the region for permanent residence into the healthcare system.
Participants included migrants from Germany, France, the USA, and Canada, who arrived with the support of the "OKA" agency. They were able to directly ask questions to representatives of the regional Ministry of Health, the Territorial Compulsory Medical Insurance Fund, and insurance companies.
As noted by the general director of the "OKA" agency, Jakob Pinneker, more than 75% of those moving to the region are families with children, so access to medical assistance is a key issue for them. There has been a significant demand among migrants for clarification on how the healthcare system works.
During the meeting, participants were given detailed explanations of the procedure for obtaining medical assistance. Andrey Arkhipov, the deputy director of the Medical Inspection Center of the Nizhny Novgorod Region, emphasized that with the presence of a compulsory medical insurance policy, the status of a foreign citizen does not affect the volume of available assistance. Emergency medical assistance is provided to everyone without exception, even in the absence of a policy.
Special attention was given to the issues of obtaining and using the compulsory medical insurance policy. Representatives of the Territorial Fund reminded that foreign citizens receive it on par with Russians, including access to high-tech assistance. The policy must be renewed in a timely manner, as it is valid for one calendar year.
At the insurance company "Ingosstrakh-M," it was explained that they accompany patients at all stages—from making an appointment with a doctor to resolving complex situations. The compulsory medical insurance policy is issued free of charge, and its number can be obtained remotely.
Among the practical questions that generated the most interest were calling a doctor to the home, attaching to a clinic, and the differences between free and paid medicine. For many participants, it was a revelation that calling a doctor to the home in Russia is included in the compulsory medical insurance system.
The meeting also presented opportunities for voluntary health insurance. Participants were informed about access to private clinics, telemedicine, and digital services that allow for assistance without queues and at convenient times.
Organizers noted that such meetings help reduce anxiety levels among migrants and simplify their adaptation in the region.
