      March 22, 2026 11:16 Society The Nizhny Novgorod State Traffic Inspectorate reminded residents of the rules for the safe operation of personal mobility devices (PMDs), which include electric scooters and electric bicycles. As noted by the agency, the popularity of such means of transportation in the city is growing, and with it, the number of traffic accidents involving them is also increasing. According to the traffic police, since the beginning of 2026, five traffic accidents involving PMD users have been registered in the regional center, resulting in five injuries. According to traffic rules, a PMD user is considered a driver. In particular, the maximum speed must not exceed 25 km/h. When moving on sidewalks, pedestrian paths, and in pedestrian zones, the priority of pedestrians must be taken into account. In case of creating obstacles, the speed should be reduced to that of pedestrians or the user should dismount. PMD users are not allowed to enter highways, operate the vehicle without holding the handlebars with at least one hand, carry protruding or obstructive loads, or passengers unless provided for by the design. It is prohibited to transport children under seven years old without specially equipped seats, turn left and make U-turns on certain roads, cross the roadway at pedestrian crossings without dismounting, and tow other objects, except in specified cases. Before starting a trip, it is necessary to check the brakes for functionality. During movement, it is recommended to hold the handlebars with both hands, reduce speed in advance, and not allow more than one person on one PMD. Driving under the influence is prohibited. At night and in poor visibility, it is necessary to use headlights or lamps. For violations of traffic rules by PMD users, administrative responsibility is provided. In particular, under Article 12.29 of the Administrative Offenses Code of the Russian Federation, the fine is 800 rubles, and if the violation occurs under the influence, it ranges from 1000 to 1500 rubles. If the violation creates obstacles to vehicle movement, the fine will be 1000 rubles, and if harm to health is caused, it will range from 1000 to 1500 rubles. It is worth noting that last year, fines totaling 33.7 million rubles were issued to Nizhny Novgorod residents for scooter parking.
