Citizens who have never officially worked and do not have insurance experience or an individual pension coefficient are assigned a social pension for old age. This was reported by Federation Council senator Natalia Melnikova. According to her, such a pension is assigned five years later than the insurance pension. Women gain the right to a social pension at 65 years, men at 70 years. "A citizen who has never worked and has no experience is assigned a social pension for old age. Its amount is fixed and indexed annually. As of January 1, 2026, it amounts to 8824 rubles," the senator explained. Melnikova noted that if the amount of the social pension is below the established subsistence minimum for pensioners in the region, the recipient is assigned a social supplement. This rule also applies to pensioners living in Nizhny Novgorod and the Nizhny Novgorod region. "The supplement to the subsistence minimum is established on the condition that the pensioner is not engaged in labor activity," she clarified.
