      Last week in Moscow the All‑Russian Congress of Observers took place, which for the first time brought together about 700 participants from all regions of Russia to jointly discuss preparations for the upcoming electoral cycle and the challenges that will accompany it. The event was organized by the "For Clean Elections" corps with the support of the Presidential Grants Fund.

      Greetings to the congress participants were sent by the First Deputy Head of the Presidential Administration of the Russian Federation Sergey Kiriyenko and the Chair of the Central Election Commission of Russia Ella Pamfilova.

      According to Sergey Kiriyenko, public observers play a key role in ensuring the transparency and high standards of the elections being held. Ella Pamfilova stressed that public observation is a "marker of the quality of voting," and the assessments of public observers, in her words, are a "priceless source of 'feedback' for the electoral system."

      "The All‑Russian Congress will mark the beginning of a new stage in public observation. At this, without exaggeration, historic moment we want to express our gratitude to each of you for your contribution to public oversight of elections, your concern and your desire to be part of a large community! Much has been achieved, but it is important to continue moving forward — together to create new solutions, share experience with one another and acquire new knowledge to always keep pace with the times," said Alena Bulgakova, chair of the "For Clean Elections" corps.

      Master classes for civic activists were led by leading experts, electoral analysts, media managers, political scientists and IT specialists. In addition, public observers discussed new solutions for organizing observation in microgroups. The best ideas were presented at the final plenary session.

      Participants of the information security session concluded that it is necessary to label content created by artificial intelligence and to implement systems for automatic recognition and countering of fakes.

      "A true unity of the country's regions was displayed here, which became a symbol of our cohesion and aspiration to develop democratic processes. This unity and joint efforts are the guarantee of the further development of civil society in our country. This is important so that every electoral campaign meets the highest standards of honesty and fairness," noted a participant of the All‑Russian Congress, director of Nizhny Novgorod School No. 106 Svetlana Antipova.

      She was supported by another Nizhny Novgorod participant of the congress, Ekaterina Bulatova: "The event left vivid impressions and provided many useful contacts. Especially valuable was communicating with colleagues from other regions — we exchanged experiences, discussed current problems and outlined ways to solve them."
