      On November 18, 2025, a regular meeting of the Standing Commission on Municipal Services chaired by Pavel Pashinin was held in the Nizhny Novgorod City Duma. On the commission, deputies considered issues of major repairs of the common property of apartment buildings and improvement of courtyards.

      As Andrey Yefremov, Deputy General Director for the management of the apartment building major repair program, reported, based on the results of inspections of the technical condition of the buildings, 449 apartment buildings were included in this year’s major repair plan, in which it was planned to carry out 598 types of work, including replacement of elevator equipment, roof and façade repairs, repair of internal engineering systems, basements and foundations. At present, 522 types of construction and installation work have been completed for a total amount of 4,682.69 million rubles.

      According to information from Irina Klyucheva, Acting Director of the Department of Housing and Engineering Infrastructure, the Nizhny Novgorod administration is working to assist residents in improving parceled adjacent territories by providing subsidies. Thus, in the period from 2020 to 2024, using this mechanism various types of work were carried out on 762 courtyard territories for a total amount of about 895.7 million rubles, including the installation and replacement of container sites, repair of asphalt pavement and fences, demolition of hazardous sheds, and more.

      This year the main item of expenditure was repair of asphalt pavement. To date, 216 sections have been asphalted, 13 children's playgrounds installed and 19 container sites arranged. District administrations together with housing management companies are working on addresses and lists of works for 2026.

      During the meeting, deputies also reviewed the current results of the implementation of the municipal program “Formation of a Comfortable Urban Environment of Nizhny Novgorod” for 2023–2028 within the framework of the national project “Infrastructure for Life.”

      According to Elena Pegova, Director of the Department of Improvement, funding for the program from budgets at all levels amounted to 410.75 million rubles. Improvement works were carried out on 5 public spaces: two territories in the Avtozavodsky district — in front of the department store on Prospekt Oktyabrya and the promenade zone on Vedenyapin Street, as well as a square on Chaadayev Street in the Moskovsky district, the square of People’s Artist of the RSFSR Gusev in the Nizhegorodsky district, and the boulevard on Gagarin Prospekt from Lebedev Street to 40 Years of Victory Street in the Prioksky district. In addition, within the framework of city funding, improvement works were carried out on two sites in the Kanavinsky district. At the territory near the SVO Museum on Sovetskaya Street, pedestrian pathways of paving stones were arranged, modern outdoor lighting was installed, drainage channels were mounted, and greenery was planted — firs, serviceberry, lilac, linden and willow. On the site in the area of Lenin Square, within the boundaries of Kerchenskaya and Sovetskaya Streets, surfaces were renewed, and granite slabs and curbstones around the Lenin monument were replaced.

      Members of the commission were also briefed on the elimination of unauthorized dumps in the city funded by city and regional budgets. According to Elena Pegova, in 2023, 190 sites with a volume of 38.7 thousand cubic meters were cleaned up at a cost of 37.4 million rubles. In 2024 — 169 dumps with a volume of 26.8 thousand cubic meters at a cost of 27.9 million rubles. This year, as a result of joint inspections carried out by the city’s district administrations, about 126 dumps with a volume of 21.2 thousand cubic meters were identified. The volume of funding for the measures is 29.3 million rubles. Work ongoing at 16 sites is planned to be completed by the end of the year.

      As the presenter noted, the main hotspots for illegal dumps are private sector territories, vacant lots, ravines and garage areas. Acceptance of completed work on the elimination of unauthorized dumps is carried out in accordance with the following documents: tickets from the landfill, GLONASS extracts, vehicle route sheets, and photo documentation.

      “Today we familiarized ourselves with the work of the профиль department on the elimination of unauthorized dumps in Nizhny Novgorod. For the most part the identified sites have been cleared, and by the end of the year the issue will be fully closed. We plan to return to this topic at one of the next meetings for a more detailed discussion with the participation of specialists and to jointly develop a system of preventive measures to prevent the formation of dumps. We also discussed issues of courtyard and public space improvement. We believe that the responsible mayor’s office unit is carrying out the work at an appropriate level, which is a significant contribution to creating a comfortable urban environment. At the same time, members of the commission raised a number of questions and proposals regarding prospective plans for the major repair of apartment buildings. According to the presenter, the basis for work is the results of technical expertise of the facilities, however, as the practice of deputies' communication with residents shows, citizens are not always fully satisfied with the timing and quality.
