Mishustin named five key areas for the development of the IT industry.

The Government of the Russian Federation has identified key priorities for the development of the IT sector, focusing on comprehensive support, import independence and workforce training. This was stated by Prime Minister Mikhail Mishustin while speaking at the plenary session of the "Digital Solutions" forum (18+) on November 12 at the national center "Russia."
The five priorities cover the main directions for developing the domestic digital sector, which is showing record growth: its contribution to GDP has almost doubled over five years, reaching 2.4%. Special attention is being paid to workforce training — in 2025 more than 100,000 specialists joined the sector out of a total workforce of 1.1 million people. To meet growing demand, cooperation between leading companies and universities is expanding. Dozens of joint programs have been launched, and since September 1 a new line of training for highly qualified "mid"-level specialists has started under the national project "Data Economy." By 2030 these programs are expected to produce at least 3,500 developers and more than 10,000 AI specialists.
"When making decisions that affect the IT sector, we always try to listen to the views of entrepreneurs. You know the situation from the inside, you understand which steps will have the greatest effect and stimulate the development of the industry. And today's forum has become an excellent venue for such a trusting, open and honest dialogue. It will contribute to the development of the IT sector and the strengthening of our country's digital independence. By combining knowledge, experience and ideas, we will be able not only to respond to the challenges of the times, but also to create new opportunities for moving forward together," emphasized Mikhail Mishustin.
One of the key growth drivers is also the platform economy, whose volumes grew by more than a third in the first half of 2025 alone, exceeding 5 trillion rubles. To protect the interests of consumers and entrepreneurs in this dynamic market, a corresponding federal law has been prepared, which will come into force in October next year. This will make using online platforms and marketplaces even more convenient and secure.
At the same time, the government continues to implement a large-scale program for import substitution of software (SW). Today companies are switching to domestic enterprise resource management systems, and competition within the market is growing. The maturity of the products represented on the market already meets the requirements of the largest industrial corporations, which is confirmed by the active adoption of Russian computer-aided design software, including in mechanical engineering and metallurgy. To support the implementation of new domestic programs that are emerging thanks to thirty-five competence centers, the state will continue to reimburse large industrial companies for up to half the cost of these solutions. Overall, the total amount of support for the development and implementation of domestic software has exceeded eight billion rubles.
In his address the prime minister stressed that for technological sovereignty it is critically important to develop a domestic radio-electronic base and computing capacity. More than 300 billion rubles were allocated to support this sector over the past three years, and the share of Russian products on the domestic market has already exceeded 60%.
Special attention is being paid to advanced technologies based on artificial intelligence. Thirteen research centers are being awarded state grants of up to 350 million rubles each for their development.
During his speech the head of government also instructed the Ministry of Digital Development to define requirements for the cloud infrastructure needed to host corporate systems recognized as objects of critical information infrastructure, and to formulate conditions for access to Russian cloud AI services for government administration and the social sector.
"It is important to rely specifically on domestic products. This is the key to data security and the uninterrupted functioning of processes," said Mikhail Mishustin.
"Today the IT sector is one of the fastest-growing and makes a noticeable contribution to Russia's economy. Digitalization has become a cross-cutting task for the development of key areas — from industry to medicine, education and the provision of government services. We want IT professionals to have their own global forum where all the key directions of digital transformation can be brought together on one platform, current issues can be elevated to the national level, and achievements can be demonstrated both to the IT community and to the citizens of our country," said Dmitry Grigorenko, the deputy prime minister responsible for digital affairs and head of the government apparatus.
