      Krasnoyarsk Krai Governor Mikhail Kotyukov chaired a meeting of the State Council of the Russian Federation’s commission on “Technological Leadership,” where issues of staffing for national projects were discussed. Representatives of the Ministry of Labour of Russia, the Ministry of Science and Higher Education of Russia, the state corporation Rosatom and universities delivered reports.

      Opening the meeting, Mikhail Kotyukov reminded attendees that human resources potential is the foundation of the country’s technological leadership, which is why each national project includes federal projects aimed at training the necessary specialists.

      By order of the President, the Government of Russia is forming a list of professions, fields of training and scientific specialties required to address strategic tasks. “The Ministry of Labour of Russia has developed a five-year forecast of staffing needs across three dimensions — sectoral, regional and professional-qualification. In addition, in accordance with the decision of the Council under the President on Science and Education, it is necessary to ensure the calculation of additional needs of regions and sectors for certain specialists,” noted Mikhail Kotyukov, chairman of the State Council commission on “Technological Leadership.”

      A number of practical tools have been created to address these tasks. Thus, under the national project “Youth and Children” there are advanced engineering schools and youth laboratories. Leading universities have implemented the “Priority-2030” program and are building new infrastructure for science and education.

      Participants in the meeting emphasized the importance of anticipatory workforce training, which should be carried out in real time — in parallel with the introduction of new technologies into production. The system of additional professional education (DPO) plays a key role in this today. A vivid example is the advanced engineering schools where specialized educational programs have been launched to train a new generation of engineers.

      In conclusion, Mikhail Kotyukov stressed that the task of staffing cannot be solved solely by the education system: “It is wrong to reduce these tasks only to the field of education. It is necessary to take into account the aspect of labor productivity, which today includes issues of automation, digitization of processes, and the introduction of new technologies, including artificial intelligence systems.” All these factors must be reflected in a comprehensive mechanism for workforce training to ensure the country’s technological leadership.
