The Nizhny Novgorod mayor's office wants to create two new ANOs.

      Politics The administration of Nizhny Novgorod plans to create two autonomous non-profit organizations aimed at developing public initiatives and improving public information. Corresponding draft resolutions will be considered at the city duma meeting on 22 October 2025.

      The first organization — "Nizhny Novgorod Information Center" — will be engaged in disseminating official information about the activities of city authorities and events in the municipality. Among the center's tasks are the creation of information and analytical projects, the development of urban communities on social media, the promotion of traditional values, the strengthening of neighborhood ties, and the preservation of historical memory. The center will also carry out public outreach projects together with municipal bodies and publish regulatory legal acts of the city duma and the administration.

      The second organization — "Center for the Development and Implementation of Public, Patriotic and Youth Projects 'Razvitie'" — will coordinate and support youth, patriotic and social initiatives. Priorities include involving youth in project-based activities, grant support for socially significant initiatives, retraining leaders of youth communities, and developing youth self-government.

      Particular attention in the center's work will be paid to the seamless integration of participants of the special military operation into civilian life through engagement in public activities. In addition, the organization will promote the preservation of historical memory, countering the falsification of history, and the advancement of spiritual and moral values.

      Choosing the ANO form will allow both organizations to participate in federal grant programs and attract extra-budgetary funds. An assessment of regulatory impact on entrepreneurial and investment activities is not required for these projects, as they do not introduce additional obligations for businesses.

      It was reported that the structure of the Nizhny Novgorod mayor's office will change after the merger with Kstovo.
