      The Nizhny Novgorod Regional Court has decided to leave unchanged the preventive measure in relation to former first deputy head of the Nizhny Novgorod city administration Ilya Shtokman. The information was confirmed to NIA "Nizhny Novgorod" by the court press service.

      "By the appellate ruling of the Nizhny Novgorod Regional Court dated October 13, 2025, Shtokman's preventive measure was left unchanged," the court said.

      It is known that the defense of the former official petitioned to transfer the defendant to house arrest, citing his state of health.

      Recall that Shtokman was detained in Sochi in September 2025. The investigation believes that, while holding a managerial position in the city administration, he received 55 million rubles for assisting a construction company in obtaining municipal contracts without holding tenders, as well as for general patronage and control over the execution of those contracts. The court ordered his detention for two months, until November 24.

      Ilya Shtokman took the post of deputy mayor of Nizhny Novgorod in 2020. In September 2022 he voluntarily went to participate in the special military operation, and in July 2023 he met with Russian President Vladimir Putin. In August 2025 Shtokman unexpectedly left the post.
