Lyulin initiated the drafting of proposals for the comprehensive development of territories, taking into account Kirov's experience.

The working visit, dedicated to the development of the construction sector, was led by the Chairman of the Council of Legislators of the Volga Federal District and Speaker of the Legislative Assembly of the Nizhny Novgorod Region, Evgeny Lyulin. The delegation included regional deputies, representatives of relevant ministries, and members of the Union of Nizhny Novgorod Builders.
Members of the delegation familiarized themselves with key comprehensive development projects in Kirov. They visited the Znak microdistrict, where the CEO of developer Zhelezno, Yuri Zakharov, presented the concept of a "15-minute city," which envisages creating all necessary infrastructure within walking distance. Delegation members also inspected the new School No. 23 with a capacity of 1,500, built by the Kirov SSK group of companies in the Urvantsevo microdistrict, Information Technology Lyceum No. 28, and assessed construction quality at the Bulychev residential complex.
"In the Nizhny Novgorod Region, integrated residential development is actively advancing today. It is important for us not just to create new square meters, but to shape comfortable spaces, social infrastructure and architectural solutions for people's lives. What we saw in Kirov is an example of a systematic approach and coordinated work between authorities and business, which encourages developers to create quality spaces," noted Evgeny Lyulin.
"We were due a substantive conversation with developers, so it was important to look at the results of recent years that are transforming the urban landscape. We saw examples where residential districts are rising virtually on a greenfield site, and this is precisely a comprehensive, socially oriented approach. Such experience should definitely be supported by the state," said Roman Beresnev.
The inspection of the sites concluded with a working meeting at the Legislative Assembly of the Kirov Region, which brought together deputies from Kirov and Nizhny Novgorod, the relevant ministries, and developers from both regions. Kirov Region's Minister of Construction, Mikhail Skokov, briefed colleagues on the state of the industry, noting that 42 agreements on comprehensive territorial development (KRT) are being implemented in the region. Representatives of leading developers Zhelezno and Kirov SSK also provided detailed presentations on their projects.
During the discussion, participants moved from studying experience to addressing challenges common to all regions. Key problems identified were a personnel shortage, especially of design engineers, and the need for standardized domestic software. As one solution for workforce training, the Chairman of the Kirov Regional Legislative Assembly, Roman Beresnev, proposed creating construction classes in schools similar to agricultural classes.
To consider the issues in detail, it was decided to place the topic of construction industry development on the agenda of one of the meetings of the Council of Legislators of the Volga Federal District in 2026. Evgeny Lyulin urged developers from both regions to actively participate in preparing for the event in order to clearly formulate systemic problems and proposals for their resolution.
"In Kirov we saw an approach that goes beyond simply building housing. A full living environment with social infrastructure is being created here. At the same time, we identified industry-wide problems — from staff shortages to difficulties with utility connections. We agreed with developers on preparing concrete proposals that will be developed at the Council of Legislators of the Volga Federal District to produce solutions, including at the federal level," said Evgeny Lyulin, summing up the visit.
