Nizhny Novgorod deputies will appeal to the State Duma regarding the legalization of guest houses.

      At a meeting on September 25, deputies of the Legislative Assembly of the Nizhny Novgorod Region supported a draft amendment to the federal law "On conducting an experiment on the provision of guest house services." The document will be sent to the State Duma.

      Parliament Speaker Evgeny Lyulin hopes that the region's participation in the experiment will help reduce the shortage of available rooms and supplement the existing hotel infrastructure.

      The bill proposes to include the Nizhny Novgorod Region in the list of Russian regions where a mechanism of special legal regulation for the provision of guest house services will be piloted. It concerns a legal framework that will allow this accommodation segment to be legalized and developed.

      According to mobile operators, more than 4.7 million tourist trips were made to the Nizhny Novgorod Region in 2024. Of these, about 1.7 million people stayed in various accommodation establishments, primarily hotels. In the first half of 2025 mobile operators recorded 2.8 million trips, which is 21.5% higher than in the same period of 2024.

      Evgeny Lyulin noted that the region's tourist appeal is growing, but there remains a shortage of more than 4,500 rooms. According to him, creating legal conditions for the legalization of guest houses is critically important. Participation in the experiment will allow existing facilities to be promptly formalized, immediately adding more than 250 rooms, and will also stimulate the opening of new ones. This, the speaker emphasized, will improve accommodation availability for visitors and have a positive impact on the region's economy.

      Chairman of the Legislative Assembly committee on economy, industry, support for entrepreneurship, trade and tourism Igor Norenkov added that for businesses the experiment opens the opportunity to exit the "gray zone" and start operating legally from the moment the new federal norms are launched. In his assessment, the region will gain a competitive advantage: it will be one of the first to work out regulatory mechanisms and will be able to offer solutions for subsequent replication at the federal level. He singled out the simplified electronic registration provided by the experiment, which is especially important in the context of digitalization. According to Norenkov, for the Nizhny Novgorod Region this is a chance to establish itself among the leaders of modern, comfortable, and legal tourism.

      It was reported that a tourist complex with modular houses will appear in the Nizhny Novgorod Region.
