      The Committee on Economy, Industry, Support for Entrepreneurship, Trade and Tourism of the Legislative Assembly of the Nizhny Novgorod Region considered in its first reading a draft law on regulating the sale of non-alcoholic tonic beverages, including energy drinks. This was reported by a correspondent of NIA "Nizhny Novgorod".

      The initiative was introduced by the United Russia party faction and is aimed at implementing provisions of federal legislation. Deputy Alexey Antonov delivered the report, reminding that under Federal Law No. 304 there is a ban on the sale of energy drinks to minors. The constituent entities of the Russian Federation have also been granted the authority to introduce additional restrictions on the sale of such beverages in educational, medical, cultural and sports institutions and at mass events.

      The regional draft law proposes to prohibit the sale of energy drinks in buildings and premises where educational, medical, cultural and sporting activities are conducted, as well as at venues hosting mass events and on adjacent territories.

      In addition, the document provides for the introduction of regional state control over compliance with the established restrictions.

      Representatives of the Legislative Assembly's staff supported the concept of the bill but suggested clarifying the wording concerning the ban on sales through vending machines. In particular, it was noted that it is necessary to more clearly define what exactly is being prohibited — the method of sale or the location of vending equipment.

      A representative of the regional government also supported the bill, noting the need to strike a balance between effective law enforcement and unnecessary complication of the procedure.

      Following the discussion, the committee decided to recommend that the Legislative Assembly support the bill in its first reading and to organize additional discussions between sessions in order to develop possible amendments. Final adoption of the law is planned after consideration of the table of amendments at one of the upcoming meetings. The law is aimed at protecting citizens' health, especially that of young people, and preventing the negative consequences of consuming energy drinks.

      It should be added that earlier the Communists introduced a draft law to ban so-called "razlivaek" in residential buildings and near social facilities.
