At the Legislative Assembly of the Nizhny Novgorod Region, the use of unmanned aerial vehicles in the region’s forestry was discussed. The meeting of the Committee on Ecology and Natural Resources took place on 16 September. Participating were Deputy Chairman of the regional parliament Denis Bakiev, deputies, representatives of the regional government and experts.
According to the press service of the Legislative Assembly of the Nizhny Novgorod Region, 78 drones are deployed in the region’s forestry, including three long-range systems. They are operated by more than 120 trained specialists.
Chairman of the Legislative Assembly Evgeny Lyulin stressed that modern equipment makes it possible to reliably protect forests from fires: this summer they managed to avoid large-scale blazes. He noted that the parliament will continue work in this direction, since the main task is to preserve and multiply the region’s forest wealth.
At the same time, discussion participants pointed to existing problems. The main barrier to the development of unmanned aviation in forestry is the lack of a regulatory framework governing the procedures for patrolling using UAVs, the scale of operations, technical parameters and sources of financing.
The Minister of Forestry and Wildlife Protection of the Nizhny Novgorod Region, Roman Vorobyov, noted the need to introduce clear quality standards, develop professional requirements for operators and create conditions for training personnel. According to him, the prospect of using drones to monitor wildlife populations is also being considered.
The Chairman of the Committee on Ecology and Natural Resources, Vladislav Atmakhov, added that current legislation does not account for this type of monitoring, which is why federal funding is not being allocated. In this connection, the committee intends to formulate proposals to improve the federal framework in order to expand the possibilities for the use of UAVs not only in the Nizhny Novgorod Region but also in other regions of Russia.
