A working meeting between Russian Minister of Transport Andrey Nikitin and Governor of Nizhny Novgorod Gleb Nikitin took place at the Ministry of Transport of Russia.
Issues regarding the construction, major repairs, and bringing regional roads into compliance were discussed.
By presidential decree, the task has been set to bring 85% of the backbone and main roads of the large metropolitan areas, and 60% of regional roads to standard levels by 2030.
The total length of regional roads in Nizhny Novgorod Region is nearly 13,000 km, with 12,680.3 km (98.1%) having improved surface types.
To achieve the 2030 target of 60%, 2,300 km of regional roads need to be brought up to standard from 2025 to 2030.
The federal support allocated for this in 2025 amounts to 5.6 billion rubles.
"Development of the regional road network plays a crucial role in the region’s development and requires a comprehensive approach. For Nizhny Novgorod, this involves repairs, construction, and reconstruction of federal and regional roads, as well as main avenues in the city center. The ultimate goal is to align the transportation network with modern societal and economic demands," said Andrey Nikitin.
As of now, phases I and III of the IV construction stage of the southern bypass of Nizhny Novgorod have been commissioned. During work, 7 km of the existing M-7 Volga section (from km 465 to km 473) was reconstructed and upgraded to four lanes.
The prospects for implementing phases II and IV are under discussion. The total length of the four-lane road is 28 km, category IB.
An important task for the region is the expansion of the P-158 highway section from the southern bypass of Nizhny Novgorod to Arzamas, within major repairs.
Project documentation has been developed for its overhaul with widening from 2 to 4 lanes across three segments totaling 62 km.
Construction and installation work currently covers 37 km, with the first six already operational.
The total length of the P-158 in Nizhny Novgorod Region is 225 km.
On the federal highway R-177 "Poventugh" connecting Nizhny Novgorod and the Republic of Mari El, large-scale works have been performed to bring a 40 km section and its infrastructure into standard condition.
One of today’s major regional projects is the construction of a bypass over the railway tracks in Arzamas.
Work is nearing completion in this area. The transport interchange will eliminate a dangerous site on the route to the pilgrimage center – the village of Diveevo.
Also discussed was the completion of the Balakhna bypass.
The road bypass will resolve connectivity issues, boost the development pace of the Nizhny Novgorod metropolitan area, and remove obstacles to transport links with neighboring Russian regions.
The bypass will be approximately 25 km long.
The construction of duplicate roads for Lenina Avenue and Gagarina Avenue in Nizhny Novgorod, including the potential use of infrastructure budget loans, was considered.
Building a major city street duplicate of Lenina Avenue is necessary to ensure reliable transport links for the Autozavodsky, Leninsky, and Kanavinsky districts of Nizhny Novgorod and their industrial zones, given increased traffic volume.
Gagarin Avenue is the only transport artery linking residential areas and industrial zones along the Oka River with the city’s business and historical center.
The avenue provides access to the R-158 highway Nizhny Novgorod – Saratov, connecting Nizhny Novgorod with the M-12 "East" highway and the pilgrimage and tourism cluster "Arzamas – Diveevo – Sarov."
The construction of a duplicate route is necessary considering the projected increase in traffic to 110,000 vehicles daily by 2030.
The road length is 14.1 km.
"The region actively utilizes all tools of federal support for transport development. Under the comprehensive urban electric transport development project, 82 km of tram tracks and three traction substations have already been reconstructed. Thanks to support from the Ministry of Transport, 835 units of public transport rolling stock have been purchased. We continue to develop interregional air services and the river passenger network," said Gleb Nikitin, governor of Nizhny Novgorod Region.
Within the passenger airline support program, in 2024, airlines transported 115,892 passengers to/from Nizhny Novgorod Region on 15 routes. The program is ongoing this year.
The region is involved in the "River Highways" project aimed at reviving high-speed interregional passenger services on the Volga.
In 2024, six subsidized routes have been designated in Nizhny Novgorod Region, with a ticketing system using a "single ticket" information resource.
A total of 108 trips have been executed, carrying 13,702 passengers.
This year, plans include expanding routes from Nizhny Novgorod to the Yaroslavl region.
