      Economics NIA "Nizhny Novgorod" - Maria Orlova In the Nizhny Novgorod region, the active implementation of the comprehensive territorial development mechanism (CTDM) continues. According to Deputy Governor Ivan Kargin, 18 CTDM agreements have already been signed, covering about 3 million square meters of housing.

      Additionally, approximately 50 more sites are under review, where more than 7 million square meters of housing could be built.

      Kargin emphasized that the main benefit brought by the CTDM mechanism is the synchronization of residential complex construction processes and the creation of social infrastructure. Under the existing agreements, investors have committed to building 17 kindergartens, 3 schools, and 3 clinics. The agreements also provide for the restoration of 10 cultural heritage sites.

      "We are one of the flagship regions in Russia for integrating historic buildings into urban development," Kargin highlighted. He added that the region has initiated legislative amendments to enable such objects to be included in project financing mechanisms. This refers to attracting funds from developers under Federal Law 214, which would allow cultural heritage sites to be adapted for residential spaces.

      The Deputy Governor also reported that between 2024 and 2025, developers transferred nearly 1 billion rubles to the regional budget. These funds were paid for the right to develop territories selected through competitive procedures within the framework of CTDM.

      "This is not investment in construction, but a fee for the very opportunity to implement the project. It is another source of income for the region," Kargin noted.
